Police Department No. 3 in the Staropromyslovsky District of Grozny refused to open a criminal case on behalf of Aminat Lorsanova concerning assault and forced medical treatment. Lorsanova’s report was registered in March but the review carried out by the Chechen Interior Ministry’s office had already ended in February, according to the document. 


On August 28, the prosecutor of the Central District of St. Petersburg, Petr Zaburko, submitted an administrative request to the Smolny District Court requesting to block the Russian LGBT-network website. The reason provided is the publication of the information regarding a survey dedicated to bullying of LGBT youth in schools. The lawsuit is filed in relation to a financial operator of Russian LGBT-network – Legal and Social Support Charitable Foundation “Sphere”.


On July 14, a draft bill was submitted to the State Duma to "Amend the Family Code of the Russian Federation with the aim of strengthening the family institution". The Board of the Russian LGBT Network considers this draft bill discriminatory, violating the principle of equality of all individuals under the law and going against the spirit of the Constitution. The Board of the Russian LGBT Network is calling upon the Russian civil society and all acting LGBT+ rights organizations and advocacy groups to unite and oppose the changes together. 


On 1st June 2020, internet blogger Vladimir Goryanov (known to fans as Volodya XXL) was found guilty of inciting hatred and enmity towards a group identity. The court imposed an administrative fine of 10,000 rubles. The court acknowledged that the phrases “I believe that gays are the scum of society” and “They need to be protected from the outside world”, both used by Goryanov, signify linguistic and psychological intent to degrade and humiliate the dignity of a group of people united on the basis of sexual preference.


Twelve human rights organisations have prepared an alternative report on the state of human rights in Russia for the UN Human Rights Committee. The report is divided into eleven sections and highlights a wide range of problems faced in Russia, ranging from violations of LGBT rights in the North Caucasus, to domestic violence. 


LGBT activist and a human right defender Igor Kochetkov received a tax deduction on life insurance expenses for his spouse Kiril Fedorov. A lawyer of the Russian LGBT Network Alexander Belik remarks that this is the second time when Russian authorities recognize marriages between two men. “Their marriage was registered abroad. It was a similar situation as with Pavel Stotsko and Eugeniy Voihovetskiy. The state authorities followed all applicable laws.”


Arman Hasanov and Bekzat Mukashev arrived in Moscow in February 2020. They fled from Kazakhstan because Bekzat’s parents did not want to accept that their son is homosexual. His parents used physical and psychological force towards him. The men asked Russian LGBT Network for help. 


July 1st, Russian people will vote on the approval of series of changes in the constitution of the Russian Federation. Russian LGBT Network cannot stay aside from this topic, and it has to share an opinion about the current situation, even though LGBT Network is not able to participate and promote political agitations.


On June 8, an LGBT activist from Khabarovsk was found guilty of “a propaganda of nontraditional sexual relations among minors”. A judge imposed an administrative penalty. The main evidence of the activist’s guilt was an expertise prepared by the office of the local Commissioner for Children’s rights. The activist refused legal assistance from the Russian LGBT Network just before the court hearing. 


In February 2019, Ivan Vasiliev * went to a court with a lawsuit against his ex-wife to limit her parents’ rights. The reason for the lawsuit was homosexuality of the eldest son of his ex-wife. The son lives separately from his mother, and does not hide his sexual orientation. According to a plaintiff, it violates children’s rights, safety, moral development, and health because the eldest son practices homosexual relations.
