Human rights violation, discrimination and hate crime monitoring is the process of systematically collecting and managing information on discrimination and ill-treatment of LGBT people in order to study these problems. Systematic monitoring and documentation of discrimination and violence cases provide the LGBT Network with valid and verified data, which is used to support its advocacy work. The Network's advocacy and monitoring work is aimed at Russian government agencies, the media, society and the Russian LGBT community itself. We want to draw public attention to the problems of the LGBT community by spreading information about legal and other challenges LGBT people are facing today.

Systematic monitoring and documentation of discrimination and ill-treatment helps understand the current human rights situation of LGBT people in Russia, and uncover problems caused by homophobia and transphobia.

Monitoring takes place on both federal and regional levels. 

At the moment such cities as Arkhangelsk, Astrakhan, Yekaterinburg, Krasnodar, Murmansk, Novosibirsk, Omsk, Perm, Samara, Siktivkar, Tomsk and Tyumen are involved into the monitoring process.

Strategic Litigation

This program is aimed at ensuring full and thorough investigation of hate crimes based on sexual orientation or gender identity discrimination. The Russian LGBT Network engages professional lawyers and barristers to work on these cases. Within the framework of this program the Network supervises work on such cases in national courts and, if necessary, takes them to the European Court of Human Rights or UN committees.

International Advocacy

The Russian LGBT Network strives to get the Russian Federation to obey international norms regarding LGBT people. We enhance the international visibility of the present situation on human rights for LGBT people in Russia and provide transparency where the country’s obligations assumed within the framework of its international agreements are concerned. 

For this purpose we submit information for OSCE, the UN, and the Council of Europe reports and produce specialized shadow reports on the LGBT human rights situation in Russia. Representatives of the Russian LGBT Network participate in meetings of various UN Treaty Bodies, in OSCE’s meetings on human dimension issues, and in those of the Council of Europe. The Russian LGBT Network also actively cooperates with international and foreign NGOs, participates in various coalitions and initiates coalitions itself.

Regional Development

Our regional development project’s purpose is to promote emergence and growth of new regional initiative groups as well as support the already existing ones and help them enhance their potential. 

Within the framework of this project we provide:

* trainings and consultations for initiative groups and activists (the subjects include Non-Commercial Organization management, human rights and civic action, building partnerships and coalitions, mobilizing the community, the history and theory of LGBT activism, etc.)

* regular consulting (on request)

* internships for initiative group leaders

* comprehensive legal support of local events (on request)

Movement’s Volunteers. 

The Russian LGBT Network’s Volunteer program was started with the goal of engaging more young people in the Network’s projects and encouraging their civic activity. We offer a wide range of forms of cooperation and fields of activity where one can fulfil their potential. 

By doing something, however insignificant it may seem, our volunteers make a great contribution towards the development of the Network. 

There are the following volunteer teams:

In the framework of this program you can help us monitoring violation of human rights, discrimination and hate crimes based on sexual orientation and gender identity, and hate language in the media

an informational service 

If you are good at writing texts, moderating web-sites or public pages on social networks, sharing information on the Internet, we would be happy to receive your help!

a team of psychologists 

If you have a degree in psychology-related disciplines and ready to help people, you can join our psychologists team!

a team of lawyers

If you have a degree in law and are ready to give legal consulting, you can join our lawyers team! 

We are currently developing our volunteer programs and plan to hold a number of seminars and other events aimed at closer cooperation.
